Road safety: Enforce the law to keep children safe in cars

I often see children in private cars (especially) sitting on adults' laps, either in the back or, worse, in the front passenger seat, or standing between the two front seats or sitting and kneeling in the back seat without being safely secured.
I wonder why the parents or adults would allow this, as it is dangerous when the vehicle has to suddenly come to a stop. Even holding a child is not good enough to prevent injuries.
