Govt notifies Second Amendment Rules to streamline building plan regularisation

IN a major policy move aimed at reinforcing planned urban growth and curbing unauthorised development, the Odisha government has officially notified the Odisha Development Authorities (Planning and Building Standards) Second Amendment Rules, 2025.
Issued by the Housing and Urban Development (H&UD) Department, the new rules introduce sweeping changes to how building plans and land layouts are approved and regularised across the state.
The final notification comes after the draft rules were made public in March 2025, allowing a 15-day window for citizen feedback. According to the department, several suggestions were considered before finalising the amendments.
