Zero Balance Billing gets P20-B budget

The Department of Budget and Management (DBM) has confirmed that funding for the Zero Balance Billing (ZBB) program is included in the proposed National Expenditure Program (NEP) for next year.
Budget Secretary Amenah Pangandaman said P20 billion has been allotted to the Department of Health (DOH) in the proposed 2026 budget to cover the expenses of indigent patients.
"What we have, and this is based on the meeting with the Health secretary prior to the crafting of NEP, resulted in roughly P20-billion initial number. That is what we included in the budget of DOH," Pangandaman said during the Senate committee on finance hearing yesterday.
