The suspect, identified as John Devhon Meneses, turned himself in following an appeal from Mayor Francisco “Isko Moreno” Domagoso.

Earlier, two of his alleged accomplices, John Paul Flores and John Kerim Buan Torres, also surrendered and were presented to the mayor on Monday, March 30.

Reports said one of the suspects surrendered to a city official, while another went to the Manila Police District (MPD) Intelligence Division.
