Independence Blue Cross (IBX), the hometown health insurer for the Philadelphia region for over 85 years, is introducing a variety of health plan options for individuals and families for 2026.

Independence Blue Cross offers variety of options as Open Enrollment for individual and family health plans begins

Open Enrollment for these plans began on November 1, 2025.

From November 1 to December 15, consumers can enroll in health care coverage that starts on January 1, 2026. Enrollment will continue through January 15, 2026, for coverage that begins on February 1, 2026. This is the only time each year when individuals and families can enroll in or change their health plans, unless they experience a qualifying life event.

“At Independence Blue Cross, accessibility is our promise, and affordability is our goal,” said Koleen Cavanaugh, Senior Vice President and Chief Marketing Officer at IBX. “This Open Enrollment, we are committed to making quality health care accessible to everyone in our community, ensuring individuals and families can find health plans that suit their needs and budgets.”

Anyone in the five-county southeastern Pennsylvania region without health care coverage through an employer or a government program can enroll in a health plan for themselves and their families through the Pennie exchange or directly at ibx.com. If you are already enrolled in an IBX health plan, no action is required to maintain your coverage.
