Council will back flood mitigation at Perth site

Perth Leisure Pool is the site of proposed flood mitigation measure as part of proposed development

Perth and Kinross Council (PKC) believes proposed flood mitigation measures for the proposed developments at the Perth Leisure Pool site could reduce flood risk.

In June 2025, Perth and Kinross councillors voted to demolish Perth Leisure Pool to make way for affordable housing and a residential care facility at the Glover Street/Glasgow Road site and build a new £74 million leisure centre PH2O at Thimblerow.

The site was hit by severe flooding in 2020, which was raised when councillors were recently given the opportunity to highlight any issues they would like addressed as part of the planning process.

Stantec UK has submitted a proposal of application notice to PKC - on the council's behalf - to build around 103 flats across six blocks on the Perth Leisure Pool site.

And Anderson Bell Christie architects has submitted an application to PKC - on behalf of Capability Scotland - to erect a residential care facility, community hub and staff facilities on the south side of the Glover Street site.

On Wednesday, February 11, both proposal of application notices went before PKC's Planning and Placemaking Committee.

Conservative councillor Bob Brawn asked that flooding issues be addressed.

He said: “It really applies to both because they're both on the same plan.

“The site at Glasgow Road is susceptible to flooding.

“There was some flooding some years ago, which put it out of action for many months.
