UP Govt Told To Deliver 14 Stalled Projects In 3 Years

In a landmark ruling, the Allahabad high court has stepped in to protect the interests of 4,638 homebuyers caught in the limbo of 14 long-delayed real estate projects by Jaiprakash Associates Limited (JAL), directing the Uttar Pradesh government and the Yamuna Expressway Industrial Development Authority (Yeida) to seize control, complete, and finally deliver these projects that have remained unfinished for over 15 years.

The high court also upheld Yeida's decision to cancel the allotment of 1,000 hectares of land to JAL for developing the Sports City project after JAL failed to clear dues of around ₹3,621 crore (till 2022), despite multiple notices.
The court also directed the formation of a committee, under the chairmanship of the principal secretary of industrial development department, to oversee the completion of these delayed projects, ensuring homebuyers face no additional financial burden.
The court also declared the period from 2020 to the present as "zero period", meaning that no penalties or additional charges will apply during this time on these 14 housing projects.
The order, delivered by the Allahabad high court bench of justice Manoj Kumar Gupta and justice Kshitij Shailendra, on March 10, 2025, came in response to petitions filed by the Jaypee Sports City Welfare Society and others, including JAL, in 2017, 2020 and 2021. The order was made public on Wednesday evening.
"Interests of homebuyers of various projects of the petitioner shall not be affected in any manner on account of the impugned order. The Yeida, as per its commitments, will take over the projects and will ensure completion of the same on the same terms and conditions, as agreed to between the petitioner company and the homebuyers," the 171-page order said.
