PAVEMENT parking be banned because it puts people off walking in their local areas, say campaigners.
Outlawing vehicles from footpaths would help 70% of people to be more active, a poll showed.
By 2030, the Government wants half of all journeys in towns and cities to be cycled or walked.
But Xavier Brice, chief executive of sustainable transport charity Sustrans, said: "Achieving this will be impossible unless we do more to make walking and wheeling more accessible and inclusive.
"A vital first step is to ban pavement parking." The charity's study found just 69% of people and only 56% of the disabled feel welcome when using local footways.
Pavement parking is already banned in London and this could be extended across England.
Mr. Brice added: "People wish to feel safe and welcome while walking and wheeling without parked vehicles in their way. Pavement parking is discriminatory against disabled people."
The Department for Transport said: "We want everyone to enjoy the benefits of cycling and walking, and our plans are supported by a &pound;2billion package of funding for active travel over five years."
