The 21-year-old Israel international is seen as a key man ahead of Tel Aviv's Champions League qualifier with Pafos on July 22 and is unlikely to be sold beforehand.
Turgeman hit 20 goals in 50 appearances for club and country last season, attracting interest from Italy and Spain, and has a year left on his contract.
A new striker is high on new Ibrox boss Martin's wishlist with Cyriel Dessers edging towards a move to AEK Athens.
But he could be forced to look elsewhere if Maccabi play hard ball on Turgeman.
Martin has landed a first signing as Rangers gaffer though, with his former Norwich City team-mate Max Aarons expected to be confirmed in the coming days.
