'Peace talks being stalled by Moscow'

UKRAINE'S president Volodymyr Zelensky and European leaders have accused Vladimir Putin of stalling for time in diplomatic efforts to bring his invasion of Ukraine to an end.

Eight European leaders, including British Prime Minister Keir Starmer, also opposed any move to make Kyiv surrender land captured by Russian forces in return for peace.

In a joint statement along with senior European Union officials, the leaders said they intend to go ahead with plans to use Moscow's billions of euros of frozen assets abroad to help Ukraine win the war, despite misgivings about the consequences of such a step.
