Urgent, very important - CLUP-ZO review!

- Cherry Piquero-Ballescas

Why?

"To ensure Cebu City's people/communities/ecosystems are protected sustainably" and more importantly, so that “NO ONE IS LEFT BEHIND!”

“In 2015, 193 United Nations Member States pledged to adopt the Sustainable Development 2030 Agenda, to ensure “no one will be left behind” and to “endeavor to REACH THE FURTHEST BEHIND FIRST by taking explicit action to end extreme poverty/curb inequalities/confront discrimination/ fast-track progress for the FURTHEST BEHIND. (See https://www.undp.org/sites/g/files/zskgke326/files/publications/Discussion_Paper_LNOB_EN_lres.pdf).

“These five key factors need to be assessed to understand WHO is being left behind, WHY, and to SHAPE EFFECTIVE RESPONSES:

"1. Discrimination: WHAT biases/exclusion/or mistreatment do people face based on one/ more aspect of their identity (ascribed/assumed) - gender/ethnicity/age/class/ disability/sexual orientation/religion/nationality/indigenous/ migratory status etc.?

"2. Geography: WHO endures isolation/vulnerability, missing/inferior public services, transportation/internet/other infrastructure gaps due to their residence?

"3. Governance: WHERE do people face disadvantage due to ineffective/unjust, unaccountable/unresponsive global/ national and/or sub-national institutions?

“WHO is affected by inequitable/inadequate or unjust laws/policies/processes/budgets?

“WHO is less/unable to gain influence or participate meaningfully in the decisions that impact them?

“4. Socio-economic status: WHO faces deprivation/ disadvantages in terms of income/life expectancy/educational attainment?

BBM weaponizing the ombudsman?

If the nation takes the words of such trapos as Senators Imee Marcos, Bato de la Rosa, or Rodante Marcoleta, we would be led to believe the appointment of Jesus Crispin Remulla as ombudsman would foment political instability.
