Terrorism exposes the asymmetry between attackers and defenders. For security forces, success must be constant—one lapse can be catastrophic. Terrorists, however, need just one success to instil fear, gain attention, or achieve tactical impact. A single attack can create massive psychological and political ripples far exceeding its scale. Their aim is intimidation, forcing political responses through fear. Even when terrorists fail to achieve broader goals, their isolated successes feed propaganda and maintain a climate of dread. Public perception is conditioned by experience—people instinctively fear faces or groups associated with past attacks. As with snakes, not all are venomous, but fear drives reaction before reason. National authorities thus face the monumental challenge of defending against unseen threats, all the time. Strengthening intelligence, enhancing — public awareness, and improving counter-terror coordination are vital. Terrorism thrives on the state's one failure; vigilance must therefore be total.
