Rural antipathy Sri Lanka is really three countries, contends our cover story. The well-off Western province with rapid growth and social indicators comparable with many developed countries is the first. The second Sri Lanka has seen social improvements, but lacks good jobs. The third lacks even the most basic services. Not surprisingly, this third Sri Lanka includes the former war zone, and rural pockets in the central hills and the Northwestern coast of the island. For their residents, these three Sri Lankas offer vastly different opportunities.
The other factor, besides jobs and social indicators that help define the boundaries of the three Sri Lankas, is the poverty rate. Not the official poverty rate, which in Sri Lanka’s case is the equivalent of $1.50 per capita a day, but the middle-income country poverty rate of $2.50 or $4 a day. Sri Lanka is a middle-income country, so it makes sense to be comparing against these. At $4 per capita a day, 65% of Sri Lankans would be classified as poor.
The violence, difficulties and poverty somehow haven’t extinguished people’s ability to dream. This is why the conditions in these two, disadvantaged Sri Lankas must become a priority. However, the choices aren’t easy, as we discuss in the cover story.
