Family call for inquiry to 'start with no more delays'
Paisley Daily Express
|August 29, 2025
The public inquiry into the botched murder investigation of Emma Caldwell must proceed without delay, her family has warned.
Speaking after a meeting with Justice Secretary Angela Constance, Emma's family raised serious concerns about the promised - but not yet started - independent probe into the police's handling of the initial investigation.
The Crown Office and Procurator Fiscal Service announced in February 2023 that it would instruct an outside police force to investigate the actions of previous officers in Scotland.
This was to run in addition to the public inquiry.
But yesterday, Emma's family said they no longer had any confidence in the Crown Office, describing the delayed investigation as a “cynical exercise to ensure that years will pass by and the truth will never emerge”.
Emma was murdered in 2005 when police repeatedly dismissed her killer, Iain Packer, as a person of interest despite significant evidence against him.
