Centre to states/UTs: Grant necessary emergency procurement powers to civil defence authorities

Amid the ongoing military tensions between India and Pakistan, the union government has asked all states to delegate emergency procurement power to concerned heads of the civil defence agencies, to enable them to make purchases if case of emergency.
The Centre, in a communication to the states and the union territories addressed to their chief secretaries, drawing their attention to Section 11 of the Civil Defence Rules, 1968, that gives powers to the states to take certain measures that are deemed necessary for protecting people and properties and ensuring maintenance of vital services during a hostile attack.
