The burden of proof is on the accuser. So the government should make sure that it will build airtight cases against the people accused of pocketing up toa trillion pesos in public funds meant for flood control projects.

Yesterday, there were denials all around as two resource persons faced the Senate Blue Ribbon committee.
Sacked public works undersecretary Roberto Bernardo implicated Sen. Francis Escudero, former senators Bong Revilla and Nancy Binay, Ako Bicol party-list Rep. Zaldy Co and Executive Secretary Lucas Bersamin in the flood control mess. Bernardo also tagged Department of Education Undersecretary Trygve Olaivar in anomalies in projects undertaken for the DepEd by the Department of Public Works and Highways.
