SHIFTING from traditional law enforcement to proactive community building, the initiative ‘‘Pahal’’ by the Rajnandgaon Police in Chhattisgarh is gaining recognition for its aim at long-term social transformation, education and youth empowerment.
Spearheaded by the Rajnandgaon district police chief Ankita Sharma, IPS, the comprehensive programme engages overwhelming community backing, including Kotwars (village watchmen), villagers, ambitious students, Yatayat Mitras (traffic volunteers) and Good Samaritans.
