CAT issues contempt notice to cab secy

THE Nainital Bench of the Central Administrative Tribunal (CAT) has issued contempt notices to three of India's most senior bureaucrats: Cabinet Secretary TV Somanathan, Union Health Secretary Apurva Chandra, and Central Vigilance Commission Secretary P Daniel.
The notices relate to the downgrading of IFS officer Sanjeev Chaturvedi's appraisal report. This marks a historic first, as it is reportedly the initial instance a Cabinet Secretary has received such a notice in a service matter.
