OBO: Action vs fast-food chain branch up to mayor, legal office

The Office of the Building Official (OBO) has provided a timeline of actions taken against the disputed fast-food chain structure in downtown Cebu City, highlighting that the next course of action now lies with the Office of the Mayor and the City Legal Office (CLO).
In a letter sent to the Cebu City Council and signed by its chief, Architect Florante Catalan, OBO clarified the actions taken on their part following the public hearing conducted on June 11, 2025.
It can be recalled that the same public hearing raised the issue of a fast-food chain located at the corner of Osmeña Blvd. and F. Gonzales Street, Barangay Santo Niño, Cebu City.
OBO recalled that an application for renovation was received by their office on March 23, 2018.
After evaluation, the application was returned to the owner on April 11, 2018, for compliance with identified deficiencies.
The application was then re-submitted on April 20 and November 22, 2018, but was returned again to the owner on July 13 and December 10, 2018, respectively, for the same reason.
It was during the processing of this application that OBO issued three notices of illegal construction dated May 29, June 19, and July 3, 2018.
In addition, a subpoena was issued with a scheduled hearing on October 3, 2018.
