Malig-on said a reduction in personnel—even by a few thousand—could save the city hundreds of millions of pesos annually, money that could be redirected toward essential public services.

Of the city’s current workforce, 4,250 JOs receive P9,000 per month, while 923 Clean and Green workers are paid P4,500 monthly. The 639 PDO officers receive P4,500 monthly, and the 4,700 PDO members are paid P1,000 each. Contract of Service employees have no fixed rate, with salaries based on qualifications.

Malig-on said the city could have saved at least P150 million a year if a more rationalized hiring policy had been in place.

“Kung i-reduce lang ang JO, reduce og 1,000 ka tao, maka-save og P108 million per year. Kung reduce-an ang PDO employees og 2,000 maka-save og P24 million. Katong PDO officers nga nagdawat og P4,500—imo tong tangtangon tanan—maka-save og P34 million,” Malig-on explained.

He said the estimated savings could be used to fund Mayor-elect Ouano’s priority programs, including building a hospital, providing medicines, and upgrading health centers across the city.

Malig-on added that Mayor-elect Ouano is expected to reduce the number of personnel at City Hall when he assumes office on July 1, 2025. However, the final decision will depend on a thorough assessment of staffing needs and alignment with the new administration’s goals.
