Mandaue City faces P305M SEF deficit

The Mandaue City Treasurer's Office has admitted a major miscalculation in the P744 million Special Education Fund (SEF) budget estimate for 2025, leaving the city with only P281.96 million in actual collections and a deficit of over P305.17 million.

Assistant Treasurer Julia Ballesteros disclosed the error on September 30, during a meeting with principals and superintendents of the Department of Education (DepEd) Mandaue City Division.

“Naa gyuy miscalculation sa computation sa atong SEF, mao ni dakong problema nato,” Ballesteros admitted.

She explained that the SEF should be based on actual collections from the Real Property Tax. However, the P744 million appropriation reflected in documents submitted last year was mistakenly assumed to be approved by the Treasury Operation Review Unit (TORU).

“Which is dili gyud unta insakto kay i-check lang sad unta nila kung pila gyud ang na collect sa available funds para sa SEF,” she said.

Ballesteros admitted she signed the certificate of cash availability relying on the TORU review.
