Late last month, Cebu's fashion circuit came by a runway fete that underscored how the conceptual is getting more and more entwined with the practical – how the warrantable is more and more sharing a drink with the permissible.

Billed "Bisti sa Paghiusa" and staged at the Cebu Provincial Capitol, the event served as a closer for this year's observance of National Arts Month in Cebu, spearheaded by the Cebu Provincial Government and the Cebu Provincial Youth Development Office.

At its core, the runway affair was a marquee wearable art and fashion design competition that charged young designers from different parts of Cebu province to craft pieces that meld the de facto with the de jure.
