Prior to this development, Cebu City Mayor-elect Nestor Archival Sr. had listed the completion of the CCMC as one of his top priorities to help "make the city number one again." He said he plans to create a team to audit deficiencies in the project.
However, Archival expressed confusion over the project's go-ahead, pointing out that the City Council had earlier requested that the bidding process be halted until pending issues were resolved.
"Because wa pa man gud ta kahibaw gud sa Phase 1, Phase 2, Phase 3 nga nahuman," said Archival.
