Teodoro reminded the public that disobedience to lawful orders during a declared forced evacuation may constitute a violation of the law.

“Ayaw po nating umabot sa ganun dahil buhay po ang ating pinagtatanggol dito,” he said, urging residents to heed evacuation advisories to avoid unnecessary risk and loss of life.

In a joint advisory, the DILG and the Philippine National Police reiterated that saving lives is the top priority.

Local officials are instructed to lead evacuations with firmness and compassion, using all means of persuasion before enforcing mandatory evacuation under Republic Act No. 10121 and the Local Government Code.

Evacuation efforts are expected to be peaceful, respectful, and properly documented, with adequate provisions for transportation, shelter, food, and medical aid especially for vulnerable groups.
