The citizens’ letter invoked constitutional guarantees of the right to a balanced and healthful ecology, as well as the Local Government Code mandate requiring periodic reviews of zoning ordinances in coordination with national agencies.

Agosto stressed the need for strong public backing to ensure that the measure advances and that those who died during the disaster “did not perish in vain.”

“This is our breakthrough, but it will mean nothing if we stop here,” he said. “The lives lost during Tino must compel us to act. We need every Cebuano—homeowners, barangays, youth, civil society, and professionals—to push this resolution until it is approved and implemented.”

He emphasized that the resolution is only the first step. “Our letter, our documentation, and the unified voice of the people opened this door. But this is just the beginning—we now need the public to help push this resolution all the way to approval and implementation,” he added.

Advocates plan to release technical assessments, community maps, and documentation to strengthen the review process. They warn that without comprehensive reform of the CLUP and zoning ordinance, Cebu will remain vulnerable to climate shocks, upland degradation, and unchecked development.
