COA flags P45.7M unliquidated cash advances in 6 cities

The Commission on Audit (COA) 2024 Audit Reports found six city governments in Cebu with still unliquidated cash advances totaling about P45.7 million.

The amount is broken down as follows: Mandaue City has P21 million; Lapu-Lapu City (P7.5 million); Bogo City (P6.2million); Toledo City (P6.1 million); Danao City (P4.7million); and Carcar City (P250,700).
MANDAUE CITY
COA has identified nearly P21 million in cash advances (CAs) given to city government officers and employees that have not been liquidated as of December 31, 2024. It has cited violations of government accounting rules and cautioned that these delays could misrepresent the city's actual financial status.
In its 2024 Annual Audit Report, COA disclosed that cash advances totaling P20,975,060.59 were still outstanding even though many of the purposes for which the funds were released had "long been served" and some accounts had become dormant.
