Archival acknowledged reports on the impact of the policy's strict enforcement. Among the concerns raised were that it could affect pregnant women, students, and other commuters who now have to spend more since they can only disembark at the bus terminal.

He admitted the concerns were valid but explained that in the past, the policy was not strictly enforced because there were fewer vehicles on the roads.
