Ukraine's EU Accession: Moving Forward Despite War

Ukraine is advancing toward EU membership despite war, facing political hurdles, agricultural challenges, and ongoing reforms, aiming for 2030 accession.

Ukraine's journey toward joining the European Union is one of the most significant geopolitical stories of the decade, shaped heavily by the ongoing war with Russia but driven forward by an unwavering political and popular desire for closer integration with Europe.
Despite the devastating conflict that began in February 2022, the European Commission and most EU member states have reaffirmed that the war is not a barrier to Ukraine's accession and are actively working to accelerate the negotiation process.
This determination is reflected in recent statements by European Commissioner for Enlargement Marta Kos, who confirmed that Ukraine has "real prospects" to make meaningful progress even if the conflict drags on for years.
The EU aims to open all the formal negotiation clusters — which group key policy areas — by the end of 2025, a crucial milestone in the multi-year accession process.
While nobody expects Ukraine to become a member overnight, the prevailing hope, echoed by EU officials and Ukrainian leaders alike, is that accession can be achieved by 2030, although some experts believe it could take a decade or longer to fully complete all required reforms.
PROGRESS AND CHALLENGES
The accession process is structured around numerous chapters divided into clusters, each covering different areas of EU law and policy, known as the acquis communautaire.
Among these, the Internal Market cluster has been the first to see formal progress.
This cluster includes some of the most technically demanding areas such as free movement of goods, capital, labor, company law, intellectual property rights, and competition policy.
Ukraine has completed the initial screening phase for this cluster, a comprehensive comparison of Ukrainian legislation with EU rules, and received positive evaluations in some chapters, particularly company law, intellectual property, and competition policy.
