Is Russia's Soaring Military Spending a Direct Threat to the EU?

As Russia pours unprecedented sums into its military, European Union leaders are sounding alarms over what they describe as a "long-term plan" of aggression.

During a tense plenary session this week in Strasbourg, EU foreign policy chief Kaja Kallas issued a stark warning about the implications of Moscow's escalating defense spending—one that already surpasses the combined military budgets of all 27 EU member states.
With NATO leaders set to convene in the Netherlands next week to forge a renewed defense investment pledge, the message from Brussels is clear: Europe must prepare to stand on its own feet militarily, especially as U.S. attention remains split amid continuing crises in the Middle East.
Kallas's remarks were as urgent as they were unambiguous. "You don't spend that much on the military if you don't plan to use it," she told lawmakers, referencing recent intelligence and Russia's increasing military assertiveness. She pointed to a string of provocations—airspace violations, military exercises near EU borders, sabotage of critical infrastructure, and cyberattacks on European institutions—as evidence of Russia's mounting hostility.
Perhaps most alarming is Russia's budgetary prioritization. According to an Associated Press report cited by Kallas, the Kremlin is now spending more on defense than on healthcare, education, and social policies combined—underscoring what she called a strategic pivot toward "long-term aggression." This prioritization, she argued, is not just a domestic issue but a direct and growing threat to European peace and sovereignty.
