In the crowded strategic vocabulary of the Indo-Pacific— “rules-based order,” “freedom of navigation,” “flexible arrangements” — India has often appeared rhetorically aligned but materially cautious.
That perception could now be changing. Without resorting to speeches or summits, India is defining its role in the Indo-Pacific through hardware. The export of the BrahMos supersonic cruise missile marks a shift in how India is choosing to project power and build partnerships.
The significance of BrahMos lies not only in its technical capabilities and versatility, but in what its export represents. As one of the largest arms importers in the world, India’s sale of BrahMos to the Philippines and now Indonesia, is a breakout moment for its role as a defence exporter. Previously constrained by both capacity and political caution, India’s posture now appears to have evolved into one of calibrated assertiveness. Could the deal be a signal of India seeking to move beyond the status of a mere arms importer and its willingness to play a more proactive role in the regional security dynamics?
This shift must be understood in the context of the region's changing security environment. The Indo-Pacific is increasingly defined by maritime contestation, grey-zone coercion, and the steady militarisation of disputed spaces, particularly in the South China Sea. On 23 March, the disputed Scarborough Shoal saw yet another face-off between the Chinese and the Philippines authorities, when Filipino fishing boats were confronted by Chinese vessels.
