54 party-list race winners proclaimed

Fifty-four winning party-list groups during the 2025 midterm polls—representing 59 nominees—were proclaimed on Monday afternoon, May 19, while the fate of two other groups remain unclear as the Commission on Elections (Comelec) en banc, sitting as the National Board of Canvassers (NBOC), suspended their proclamation.
Duterte Youth Partylist, despite ranking second and being entitled to three seats in the House of Representatives; and the Bagong Henerasyon (BH) Partylist, entitled to one seat, were not proclaimed pending Comelec's decision on their respective cases.
Duterte Youth is facing a disqualification petition for alleged misrepresentation; while BH is facing violation of 261 (i) of the Omnibus Election Code, which pertains to the provision prohibiting the intervention of public officers and employees.
A total of 54 party-list groups have made it to the 20th Congress, which starts in earnest in July.
Akbayan Partylist, which didn’t make it to the winners’ circle in the 2022 polls, was the surprise in this year’s race after it ranked No.1 overall. This distinction gave it three seats in the upcoming Congress, which will be occupied by human rights lawyer Chel Diokno, former National Youth Commission (NYC) commissioner and current representative Percival Cendaña, and women's rights advocate Dadah Iram Isnula.
Tingog Partylist, which was also among the top finishers during the 2022 elections, placed third this year and won three seats. It will be represented by Andrew Julian Romualdez, Jude Acidre, and Marie Josephine Diana "Happy" Calatrava.
