Killer owns up to offending but Justice Sec has final say on shift

- BY TOM PETTIFOR

BRITAIN'S youngest female murderer has been cleared for a move to an open prison.

It means Sharon Carr - branded the Devil's Daughter due to a disturbing entry she made in her diary - could be freed within just a couple of years.

Carr was 12 when she knifed 18-year-old Katie Rackliff more than 30 times as she returned home from a nightclub in June 1992.

Since being detained, she has attacked a string of fellow inmates and tried to strangle two nurses.

Carr's move to an open prison would pave the way for her full release in two years. It is now up to Justice Secretary David Lammy to make the final decision on whether the move should go ahead.

A summary of the Parole Board ruling revealed Carr continued to show evidence of "active risk factors".
