Mahmood humiliated in two-tier justice row

JUSTICE Secretary Shabana Mahmood last night threatened to override the body advising judges after it ruled against her in the "two-tier" row over how ethnic minority offenders should be sentenced.
Ms Mahmood wrote to the Sentencing Council last week, demanding it backtracks on plans for courts to order pre-sentence reports for all offende
