Residents in Westminster, where house prices average £1.5million, are petrified of drug users who dump human waste in blocks of flats.

Addicts on crack, spice and heroin terrify passersby in their slumped-over state on the steps of the Archbishop's House residence of Catholic leader in England and Wales Cardinal Vincent Nichols.

Pushers offer a drug hit for as little as £5 as deals are done in the open, while users are said to break into a housing association block run by the L&Q group.
