Christopher Ross, 39, said officers had “multiple opportunities” to arrest “cowardly” Kian Moulton, 15, who knifed Leo Ross in the stomach on January 21, 2025, because he was a small target.

The killer was pictured and named yesterday after a judge lifted his anonymity.

He was given a life sentence after admitting murder, but will be eligible for parole in 13 years. The random attack in Birmingham on January 21 came after the killer tried to drown an 82-year-old woman and attacked two other elderly women days before the murder. Two suffered severe injuries.

Outside court after Moulton’s sentencing, Leo’s mother Rachel Fisher said: “Thirteen years is a complete and utter joke, and it’s just going to keep on happening and keep on happening until something’s done about it.

“These kids aren’t scared of the sentence. They’re not worried.”
