Clarifying learner report card requirements and purpose

WE note Mr Ismail's concerns regarding the information provided on learner report cards (How the Western Cape Education Department leaves parents in the dark, Cape Argus, December 2).
While this matter has already been addressed with Mr Ismail, we will again reiterate our stance on the matter.
Firstly, the requirements for report cards are determined by the National Protocol for Assessment (Grades R-12), which is a national policy issued by the Department of Basic Education (DBE), not a provincial guideline. This protocol prescribes the minimum components that must appear on a formal report card, including the learner's personal details, official school details, performance indicators, and constructive feedback on progress.
