DBM: Agencies limited to 5 priority proposals for 2027 budget amid tight fiscal space

THE Department of Budget and Management (DBM) has instructed government agencies to limit their Tier 2 budget proposals to a maximum of five, due to the tight fiscal space for 2027.
Acting Budget Secretary Rolando U. Toledo issued a memo directing all departments, agencies and other entities to submit their Tier 2 budget proposals on or before April 24, 2026.
During the Tier 2 phase of budget preparation, the resources available in the fiscal space are allocated to address the government’s priority new activities or to scale up existing activities.
