In a rapidly transforming India, where innovation stands at the centre of economic progress, Goa has taken a decisive and visionary leap with the launch of the Mukhyamantri Swayam Rojgar Yojana (MSRY).

Positioned as a flagship mission to ignite entrepreneurship across all corners of the state, MSRY represents not just a scheme, but a structural shift in how Goa sees its future one built on self-reliance, enterprise creation, skill development, and grassroots innovation.

Through a powerful partnership between EDC Ltd., the Entrepreneurship Development Institute of India (EDI) - Goa Centre, and the Directorate of Industries, Trade and Commerce (DITC), the State has designed a program that aims to reshape mindsets, empower communities, and cultivate an entrepreneurial culture that lasts for generations.

A VISION ROOTED IN TRANSFORMATION

At its core, MSRY seeks to turn Goa into a hub of innovation, enterprise, and sustainable livelihoods, where individuals become job creators rather than job seekers. This fundamental shift aligns seamlessly with the broader aspirations of Swayampurna Goa, the National Education Policy 2020, and national movements like Startup India and Atmanirbhar Bharat. The vision is clear: to build a vibrant ecosystem where youth, faculty, and citizens are empowered with the knowledge, resources, and mentorship needed to translate ideas into impactful ventures.

The program does not treat entrepreneurship as a privilege for a few but as a state-wide opportunity that can be nurtured through awareness, capacity building, and structured support at every level from students to institutions, from educators to local communities.
