THE famed line from The Rime of the Ancient Mariner — “Water, water everywhere, nor any drop to drink” — must be echoing in the head of Arizona homeowner David Martin, who’s drowning in fines for giving away H20 to neighbors during the sizzling summer heatwave.

The water in Samuel Taylor Coleridge’s 1798 poem was the salty kind from the ocean, but Martin is getting fined by his Canyon Trails homeowners association in Goodyear for handing out refreshing bottles of agua from a cooler in his driveway.
