ANDY Burnham says he will shift power away from Whitehall as part of a “10-year mission” to drive up living standards.

In his first major policy speech yesterday, he said his decade-long plan would transform Britain by giving regions control over essential utilities, transport and housing.
The prospective prime minister promised to set a “new direction”, with an outpost of 10 Downing Street based in Manchester to drive his plans to rewire the British state and promised to give people hope for the future.
