A neophyte Cebu City legislator was the first to submit resolutions ahead of the first regular session.

Councilor Harold Kendrick Go has filed, among others, a resolution seeking to consider the reopening of the Visayas Command (VisCom) Road in Barangay Apas to help alleviate traffic congestion in the Banilad-Talamban corridor.
He said such concerns have adversely affected the mobility, economic activity, comfort, and convenience of motorists and the traveling public.
As a premise, Go said that the road linking Barangay Banilad to Barangay Talamban is one of the key routes in Cebu City that is frequently affected by heavy traffic congestion.
Camp Lapu-Lapu, located in Barangay Apas, Cebu City, is defined in the same resolution as a military installation of the Armed Forces of the Philippines (AFP) and serves as the headquarters of the AFP Visayas Command (VisCom).
