COA flags cash advance, reporting issues in Bogo

The Commission on Audit (COA) has raised multiple financial management concerns in its 2024 Annual Audit Report for Bogo City, citing unliquidated cash advances, dormant fund transfers, delayed submission of accounting reports, and unsettled notices of disallowance (NDs).

COA reported that cash advances for confidential funds totaling P6.21 million remained unliquidated as of December 31, 2024, despite regulations requiring liquidation within 30 days after the end of each quarter or at year-end.

The unliquidated balance involved cash advances granted between 2010 and 2014, with amounts ranging from P200,000 to P3.75 million. COA noted that the accumulation resulted from the release of additional cash advances without the settlement of previous ones. While the City Accountant claimed that the funds had already been liquidated with the COA Central Office, supporting documents were reportedly destroyed during Typhoon Yolanda.

COA recommended that the city secure a credit advice from the Intelligence and Confidential Fund Audit Unit (ICFAU) and make the necessary adjustments in its books of accounts.
