18M basic education graduates lack reading comprehension

An estimated 18 million students who graduated from basic education between 2019 and 2024 are considered functionally illiterate, meaning they struggle with reading comprehension, according to a new survey by the Philippine Statistics Authority (PSA).

The Senate Committee on Basic Education tackled the issue during a hearing on Tuesday, based on findings from the 2024 Functional Literacy, Education, and Mass Media Survey (FLEMMS), which assessed literacy and educational attainment across the country.
Senator Sherwin Gatchalian, committee chairperson and co-chair of the Second Congressional Commission on Education (EDCOM 2), expressed alarm over the number of Filipino graduates who can read and write but have poor comprehension skills.
