Council chiefs have warned that a “significant” funding gap is expected in the wake of the Scottish Government budget.
The SNP’s budget earlier this month increases local government cash by just 0.3 per cent in real terms and officers say they are currently assessing the impact it will have on local coffers.
A spokesperson said: “While we're still assessing the full implications of the Scottish Government budget, it is clear that the council will continue to face a significant budget gap in the next financial year.
“No decisions have been made on council tax or the proposals in the Big Conversation survey - these will be taken by elected members at this year's budget-setting meeting on February 26.
“By taking part in the survey, which will be open until February 1, residents will help inform the difficult decisions required to bridge the budget gap and ensure the long-term financial sustainability of the council.”
