There’s absolutely nothing wrong with sunbathing topless, and if you’re on a beach or by the pool, it’s perfectly acceptable. I grew up spending holidays on nudist beaches in Germany with my family, and thought nothing about running around in the buff in front of complete strangers. I was taught that, when it comes to our bodies, there’s nothing to be ashamed of.
