THE Government's commitment to upgrade rail services in the North is welcome - if it stays in power until the 2040s and if it doesn’t change its mind.
-
It’s an understatement to say that both of those are pretty big ifs at the moment. So any celebration of the Northern Powerhouse Rail scheme have to be tempered quite a bit at this stage.
