VLADIMIR Putin has ordered Russian forces to blockade the Mariupol steelworks "so that not even a fly can escape".
Up to 2,000 soldiers and civilians, including many terrified children, are still hiding in the plant's buildings.
Another 120,000 people are trapped across Mariupol.
Mr Putin claimed Russia would deal with the Ukrainian fighters fairly if they gave up the fight, saying: “The Russian side guarantees their lives and decent treatment.”
Marine commander Major Serhiy Volyna has said his troops will not surrender, but called for them to be evacuated to a third country.
