Ngày 10-10-2017, Ngân hàng Nhà nước (NHNN) có thêm một quyết định điều hành tỷ giá theo cơ chế thị trường. Đó là thả nổi tỷ giá mua vào (bidding rate) đối với đồng đô la Mỹ (USD) từ các ngân hàng thương mại. Trong ngày đầu tiên thả nổi tỷ giá mua vào, NHNN quyết định giảm giá mua USD, các ngân hàng đã “phản ứng” bán mạnh cho NHNN. Bài viết “Mục tiêu của NHNN khi thả nổi tỷ giá mua vào” của Hoàng Ngọc Khanh trong số báo tuần này cho rằng có lẽ mục tiêu cuối cùng của NHNN tại thời điểm hiện nay là… giảm lãi suất cho vay.
