I have seen this up-close: when ministers are being criticised for failing to have a grip on problems, they sometimes react by changing the law. They might do so by introducing ID, or by curbing some of the freedoms to protest that have developed over hundreds of years.

Digital ID cards - a proposal launched by ministers last week - are flawed.

ID cards will make no difference to the number of people who are working here illegally, because employers are already legally obliged to obtain evidence of a “right to work’, before employing someone.
