It would be illogical to consider as substantively different the planners and facilitators of the 26/11 Mumbai terror attack who were based in Pakistan and the ISI-directed network of Indian citizens who were working in tandem with them.

The fact is that the attack could never have taken place if the latter had not fully cooperated with the ISI.

Soon after the attacks, the present writer was briefed on the inner story behind the attack, which clearly revealed the Pakistan link.

Based on the briefings received from sources, a report was written on 1 December 2008 in UPI.com about the details of the attack.

The briefings made clear that the ISI had willing accomplices, a very small number, among even the employees of the hotels attacked.

Complete details of the room plan on each floor were revealed, as also the location of the iconic lounge that faced the sea.

It should be repeated that a much larger number of employees of the hotel showed exemplary courage and devotion to duty on that day, and sometimes at the cost of their own lives, were able to protect the lives of many of the guests in the always iconic hotel at the time.

Unfortunately, in the past, less than sufficient effort was made to uncover and eliminate such links.

However, in recent years, the contrary has taken place, which is the predominant reason why the NIA has finally been successful in getting Tawwahur Rana to India to face justice.
